LITTLE FALLS -- It sounds great: Montclair State University is planning a
private-public venture that hopes to attract a minor league baseball
team to a new stadium on the portion of the state college's campus that
sits in the township.

But Little Falls officials are wondering what's in it for the
hometown.

Yogi Berra Stadium and Floyd Hill Arena -- a multipurpose
hockey-skating facility that also is part of the complex -- are
scheduled to open in the fall. They will be at the north end of the
campus, in Little Falls, about a half-mile from the intersection of
Routes 3 and 46.

The complex, complete with an estimated $12.5 million price tag,
will support a North Jersey minor league baseball team and serve as a
recreational base for athletics and special events, including concerts,
proponents say.

Profits will go to Floyd Hall Enterprises, which is privately
funding the project, said Phyllis Miller, director of communications at
the university. Floyd Hall, chief executive officer of Floyd Hall
Enterprises, will own the team.

As a state institution, university property is exempt from local
property taxes. But Township Committee members say profits will be made
from the project and should be taxable.

'We are not against what they are doing. We are just saying that
the people who are running this are going to make money. . . . Why
should they be tax-exempt?' said Mayor Eugene Kulick.

Township Attorney James V. Segreto said he will look into the
matter and suggested that the mayor send a letter to Governor Whitman.

'I have to know what the nature of the project is,' said Segreto.
'That way we can make a determination as to whether it is taxable.'

'Whatever the city law says is what we will abide by,' said Larry
Hall, executive vice president of Floyd Hall Enterprises. Yogi Berra
Stadium, named for the Yankee catcher and Hall of Famer who lives in
Montclair, is envisioned as a 4,000- to 5,000-seat stadium; the ice
arena will seat 1,200.

The arena will offer ice hockey programs, figure-skating programs,
and special events such as ice shows, indoor lacrosse, indoor soccer,
and in-line skating.
